Conference - Enforcement of European Animal Welfare related legislation, 12 and 13 June 2012 Permanent Representation of the Federal Republic of Germany to the EU, Brussels

On 12 and 13 June, the conference about "Enforcement of European Animal Welfare related legislation" took place in Brussels. The conference has been organised by VIER PFOTEN / FOUR PAWS and Eurogroup for animals with the support of the Federation of Veterinarians of Europe, the German Juridical Society for Animal Welfare Law (DJGT), Stiftung für das Tier im Recht, the Free University of Barcelona (UAB) and the Istituto G Capporale Teramo.

More than 120 participants attended the conference.

Better enforcement of EU animal welfare legislation in the future has been the main purpose of this successful Conference. More than 30 speakers coming from the EU Commission, juridical organisations, animal welfare organisations, and from Universities have debated.

A conclusion of the conference was agreed by all participants. The need of precise and easily understandable legislation has been pointed out, as well as the need of the political will and adequate financial and human ressources on the EU and national level. 

A communication strategy to strengthen enforcement is necessary as well as supporting measures such as labelling and traceability. Preventional European and National measures have to be established to avoid non compliance and infringement procedures.

Another successful outcome of the conference is the establishment of an Animal Welfare lawyers and commissioners network to share experience and knowledge. Indeed, a common understanding of the concept of animal welfare laid down by Article 13 TFEU is one of the key for better enforcement of animal welfare legislation.
